6 Best Crypto Exchanges in Venezuela

Crypto exchanges in Venezuela ranked for buying Bitcoin with bolívars: P2P prices at the market dollar, Pago Móvil and licences.

In Venezuela, crypto is mostly a way to hold dollars. Few platforms take bolívars directly, so most people buy USDT from another person on a P2P board and pay by Pago Móvil or bank transfer, while the platform holds the seller's coins until the money lands. The price those sellers ask works as the country's everyday dollar rate, and it runs above the central bank's official one.

So compare boards with each other, not with the official rate, which every board will look dear against. The riskier moment is paying. Send bolívars only from an account in your own name and only to the details inside the order, and release nothing until the money shows in your bank, whatever a screenshot says.

None of the six below holds a licence from SUNACRIP, Venezuela's crypto regulator, under government restructuring since 2023, so we score the company that signs you up. Just one holds a crypto licence abroad. The other five hold none, which keeps them at 4.0 or below. Inside that limit, platforms climb on a cheap bolívar price, a deep board and a clean record, so our worldwide ranking runs in another order. Tap a figure's arrow for its source.

Our top picks

Only one of the six reaches the 7.0 a pick needs. The licence rule holds the other five at 4.0 or below.

Score: out of 10. Picture paying by Pago Móvil in Caracas, leaving coins on the platform and selling for bolívars later. Binance's raw total sits highest, so it shows as 9.0 and the rest shrink in proportion. Where the contracting company has no crypto licence in any country, 4.0 is as high as it goes. Its six marks show under your cursor. Fees: entry-tier taker and maker rates on BTC/USDT, where USDT becomes Bitcoin. What a P2P seller adds on top of the market dollar shows up in the cost check. The cheapest crypto exchanges in Venezuela

Bybit P2P sold Bs. 100,000 of Bitcoin for Bs. 351 under the market price, and MEXC P2P for Bs. 877 over it. Our market price of Bs. 82,546,979 is Bitcoin's US$81,488 at the boards' own dollar, Bs. 1,013. A bar is the swap fee stacked on how far the seller's dollar sat from the market's.

Kontigo shows no Bitcoin price until you sign up, so there's nothing public to plot. With nothing to compare, we give it MEXC P2P's cost, the highest on the chart.

FeePrice above the marketMarket price: Bitcoin's dollar price at the P2P boards' median dollar

For a Bs. 100,000 order the cheapest USDT seller asked Bs. 1,007 at Bybit, Bs. 1,010 at Binance, Bs. 1,013 at OKX, Bs. 1,014.99 at Bitget and Bs. 1,020 at MEXC. The central bank's reference rate, the weighted average of the banks' exchange desks, was Bs. 881.07 a dollar, so the market dollar ran 15% above it.

At the official rate Bs. 100,000 would buy US$113.50, but from a P2P seller it buys US$98.72. Every board carries that gap, which is why we price against the boards themselves.

Order size changes the answer. Small boards fill a Bs. 100,000 order cheaply and then run out of sellers, so a bigger order lands on dearer ads. Within 0.5% of that price, Binance's board held Bs. 611M of USDT and Bitget's Bs. 2.6M, the next deepest.

What Bs. 100,000 buys on 17 Oct 2026: US$113.50 at the Banco Central de Venezuela's reference rate of Bs. 881.07, and US$98.72 at the P2P market dollar of Bs. 1,013, a 15% gap. The best USDT ad for a Bs. 100,000 order was Bs. 1,007 on Bybit, Bs. 1,010 on Binance, Bs. 1,013 on OKX, Bs. 1,014.99 on Bitget and Bs. 1,020 on MEXC, and the middle board, OKX, sets the market dollar

The best crypto exchanges in Venezuela reviewed

Before scoring, we opened the terms a Venezuelan accepts on sign-up, traced the company named there to its regulator, and read the live bolívar ads on its board ourselves. So each card answers three things: where the company is based, whose licence it holds, and how bolívars go in and come back out.

How we score Venezuelan exchanges

Our sweep of the bolívar boards ran in a few minutes on 17 Oct 2026, and we read the terms, fee schedules and help pages that same day. A platform rises with a cheap Bitcoin at the market dollar, a licensed company, easy bolívar payments and a clean past.

CheckWeightHow it is marked
Cost to buy20%No platform runs a bolívar order book, so our market price is Bitcoin's dollar price, the median of three large BTC/USD books, at the dollar Venezuelans actually pay: the middle of the P2P boards' best USDT price for a Bs. 100,000 order. On 17 Oct 2026 we read every board in one sweep and priced Bs. 100,000 of Bitcoin the cheapest way each platform publishes, fees in. A markup of up to 0.2% leaves all 10 marks, and the mark falls by 0.8 for each 0.1% above that. An app with no public price gets the day's dearest measured cost.
Licence and record25%Venezuela's licence comes from SUNACRIP, and a SUNACRIP licence for the company you sign with earns 5, with 2 more when that company is Venezuelan. None of the six holds one, so the next question is whether the company abroad holds a crypto licence from a real regulator, worth 3. Five years of the platform's dealings with Venezuelan regulators and courts are worth 3: untouched if nothing happened, 1.5 left after an order or warning, nothing after a penalty.
Security and reserves20%Reserves, protection funds and incidents are marked as on our main exchanges list. A proof of reserves where you can look up your own balance, checked by an outside auditor or by zero-knowledge maths, takes the full 4 reserve marks, as at Binance, OKX, Bybit and MEXC. Without that outside check, or with an audit of reserves but no balance lookup, the mark is 3. An accountant's attestation gets 2. Up to 2 more come from a customer protection fund, the second only when its size is public. Incidents in the past five years can cost up to 4: an unrepaid hack or collapse 3, a repaid one 1, and a data breach, a regulator's action or a market failure 1 each, market failures counting twice at most.
Liquidity10%We summed the bolívars' worth of USDT in every ad priced within 0.5% of what a Bs. 100,000 order paid on that board, in the 17 Oct 2026 sweep. Bs. 10 million or less scores 0 and Bs. 10 billion scores 10, about 3.3 marks per tenfold. Kontigo, with no board, scores 0.
VES deposits and withdrawals15%Bolívars sent by Pago Móvil or transfer into an account of your own on the platform score 4 if the platform takes no cut, but only 1 if it charges or names no price. A bolívar P2P board adds 1, and another way in, such as a card, Zelle or PayPal, adds 1. Taking bolívars out for free is worth 2. A platform keeps the final 2 only if no bank or payment company has stopped working with it since late 2024.
Product10%Breadth of coins is worth up to 3, one mark each on reaching 30, 100 and 300. None of the six runs a public bolívar market, which would be worth 2, but company accounts earn 2 where offered. One mark each goes to staking, to an OTC desk for buys bigger than any P2P ad, and to moving coins to your own wallet.

Three ceilings sit over the checks. If the company that signs up Venezuelans holds no crypto licence anywhere, 4.0 is the most a platform can score. Until customers robbed in a hack within the past year are confirmed paid back, 6.0 is the limit. For two years after a penalty or court ruling in Venezuela, the limit is 7.5.

All of it is current to 17 Oct 2026. We go over it again each quarter, or straight away if SUNACRIP grants a licence or a board's prices swing.

Each platform's six marks out of 10, weighted cost to buy 20%, licence and record 25%, security 20%, liquidity 10%, VES banking 15% and product 10%. Binance marks 10, 6, 8, 6, 3 and 8 and scores 9.0. Its licence mark of 6 is the only one above the 3 the other five share. Bitget, Bybit, MEXC and OKX stop at the 4.0 ceiling for a company with no crypto licence anywhere, and Kontigo scores 3.7. The other ceilings are 6.0 for hack victims from the past year not confirmed repaid and 7.5 for a Venezuelan penalty or court ruling within two years

How to buy crypto in Venezuela

Have your cédula de identidad to hand, and a bank account or Pago Móvil line in your own name, because the payment has to come from the person named on the exchange account.

  1. Read whose contract it is: Scroll to the start of the terms of use, where a company and its country are named. Here they sit in Abu Dhabi, the Seychelles, the Comoros and Delaware, and none answers to a Venezuelan regulator.
  2. Pick an ad that fits your bank and amount: Each P2P ad lists the banks and Pago Móvil it takes, and a minimum and maximum in bolívars. A Bs. 100,000 order needs an ad whose range covers it.
  3. Pay from your own account only: Bybit's board bans third-party or split payments, and warns you never to rely on screenshots. If a seller sends account numbers by any other route, ignore them.
  4. Confirm the payment, then wait: Mark the order paid once your bank shows the transfer gone, and the seller releases the USDT from the platform's hold. Keep the conversation in the order chat.
  5. Swap USDT for Bitcoin: The spot market turns USDT into Bitcoin for a 0.10% taker fee or less on every P2P platform here.

Is crypto legal in Venezuela?

No rule we found stops you buying or holding crypto. The system for licensing the platforms that sell it has stalled.

SUNACRIP, the Superintendencia Nacional de Criptoactivos, is the body that licenses crypto platforms. In March 2023 prosecutors announced the arrest of its head, Joselit Ramírez, among those held in the PDVSA-Cripto case. The government ordered SUNACRIP restructured the same month and extended that process three times, the last from September 2024. It publishes no register of licensed platforms online.

None of the six here holds its licence. CrixtoPay, a payments app, says it works under an official licence for crypto-to-bolívar transactions, but it sells no Bitcoin.

US sanctions target the government, not you. The US Treasury says the Venezuelan people are not subject to comprehensive U.S. sanctions, and its General License 57 of April 2026 authorised financial services involving certain Venezuelan banks. Some platforms still turn Venezuelans away, among them Gate, HTX and Crypto.com.

Binance, Bitget, Bybit, MEXC, OKX and Kontigo serve Venezuelans, while Gate, HTX and Crypto.com list Venezuela as restricted. None of the six holds a licence from SUNACRIP, which the government has been restructuring since March 2023 and which publishes no register online. The US Treasury says the Venezuelan people are not subject to comprehensive U.S. sanctions

Where complaints go

No Venezuelan body takes complaints about these platforms, so start with the platform's own support, in writing, and keep every message.

After that, each platform's terms decide where a dispute goes. Binance sends it to ICC arbitration in Abu Dhabi after 80 days with support and 90 more of talks, OKX, Bitget and MEXC to arbitration in Hong Kong, and Bybit to Singapore. Kontigo's go to the courts of Delaware after 15 business days of talks. Fraud is different: report it to the Fiscalía Superior in your state or call the Ministerio Público's line, 0800-347-22-00.

Is your crypto safe on a Venezuelan exchange?

No Venezuelan regulator supervises any of the six, so nothing local stands behind your coins if one fails.

Your protection is only as good as each company's promises. Binance's Abu Dhabi custody company needs your consent before using your coins for itself. Kontigo's wallets are self-custodial instead, and it says only you can reach your funds, yet more than 300,000 USDC was drained from users' wallets in January 2026 before Kontigo said it refunded the money.

What each platform's terms cap

Should a platform lose your coins, the ceiling on a claim is whatever its own terms say.

PlatformThe most its terms let you claim
BinanceOnly losses caused solely by its gross negligence, wilful misconduct, fraud or a material breach.
BybitUS$10,000, or everything you've paid in fees if that's higher.
KontigoTwelve months of your fees, counted back from the problem.
BitgetWhat you paid it in fees over the last quarter.
MEXCThree months of trading fees.
OKXThe value of the coins in question, or of your account if that's less.

You can test one thing yourself: whether your balance appears in the platform's proof of reserves. That works at every P2P platform here, and not at Kontigo, which publishes no proof.

How to buy crypto with Pago Móvil

Pago Móvil is how most bolívars reach a P2P seller, so your bank's limits cap how much crypto you can buy in a day.

Banco de Venezuela lets you send up to Bs. 2,500,000 a day by Pago Móvil to other banks, with no limit inside BDV. At Banesco, Pago Móvil to other banks stops at Bs. 2,200,000 a day, or Bs. 100,000 a day by SMS, and an app transfer can't exceed Bs. 1,000,000. A seller at the same bank as you can be paid without those limits, which is one reason ads name their banks.

  • Fake payment screenshots: A buyer can send a doctored image of a transfer. Check that the money has arrived in your own bank before you release anything.
  • Chats that move off the platform: Bybit tells users never to chat outside the platform, since that history may be removed. Anyone who asks for WhatsApp is stepping outside the protection of the order.
  • A payment in another person's name: Bybit bans third-party payments, so release nothing until a transfer arrives from the name on the order.
Daily limits for individuals: Pago Móvil to other banks up to Bs. 2,500,000 a day at Banco de Venezuela and Bs. 2,200,000 a day at Banesco, the largest single Banesco app transfer Bs. 1,000,000, and Banesco Pago Móvil by SMS Bs. 100,000 a day, the size of the order this page prices

Crypto tax in Venezuela

No tax law or SENIAT guidance we found names crypto, but income tax still reaches what you earn.

The Ley de Impuesto sobre la Renta taxes the annual net income of people living in Venezuela, wherever it comes from. Its Tarifa N° 1 charges individuals 6% on the first 1,000 tax units, then 9%, 12%, 16%, 20%, 24% and 29% on each band above, and 34% on income over 6,000 tax units. With no rule on how a crypto gain is measured, ask a tax adviser before you file.

Venezuela's income tax for individuals under Tarifa N° 1 of the Ley de Impuesto sobre la Renta rises across eight bands, from 6% on the first 1,000 tax units through 9%, 12%, 16%, 20%, 24% and 29% to 34% on income over 6,000 tax units. No tax law or SENIAT guidance found says how a crypto gain is measured

How to withdraw crypto to your own wallet

Holding coins in your own wallet means no platform can freeze them, but nobody can recover them if you lose the seed phrase either.

You can move coins out of any of the six. Test with a few dollars' worth before the full amount, choose the identical network at both ends, and check the fee, which comes out of the coin you send.

Crypto scams in Venezuela

Watch for investment schemes that promise steady returns in dollars, passed around on WhatsApp, Telegram and Instagram.

In April 2025 prosecutors opened an investigation into HV IJEX, a platform the Fiscal General described as structured as a Ponzi scheme. Digital currencies also ran through the PDVSA-Cripto case, where prosecutors said in April 2024 that those charged used them to cover up the crime.

  • A "SUNACRIP-licensed" pitch: SUNACRIP publishes no register you can check, so a licence claim proves nothing on its own.
  • Guaranteed dollar returns: A scheme paying a fixed percentage every week is paying old members with new members' money until withdrawals stop.
  • A seller who wants paying outside the order: On P2P the platform locks the seller's USDT before you pay. Paying anyone outside that order leaves you nothing to claim.

If you've been defrauded, you can report it to a prosecutor at the Fiscalía Superior in your state, or to the CICPC, verbally or in writing.

Crypto exchange questions Venezuelans ask

What is the best crypto exchange in Venezuela?

Binance leads at 9.0 out of 10 for people buying with bolívars, with the deepest P2P board here.

What is the cheapest way to buy Bitcoin in Venezuela?

Pay for USDT on a P2P board with plenty of sellers, using Pago Móvil or a bank transfer, and trade that USDT for Bitcoin. On 17 Oct 2026 Bybit P2P sold Bs. 100,000 of Bitcoin for Bs. 351 under the market price, fees in.

Is crypto legal in Venezuela?

No rule we found stops you owning it, and the US Treasury says ordinary Venezuelans aren't under comprehensive US sanctions. SUNACRIP, the regulator that licenses platforms, has been under restructuring since 2023 and publishes no register.

Is Binance licensed in Venezuela?

No. Venezuelans sign up with Binance's companies in Abu Dhabi Global Market, which hold a licence from its regulator, the FSRA. Our score gives credit for that licence, but no Venezuelan regulator supervises Binance.

Do I pay tax on crypto in Venezuela?

Income tax reaches the annual net income of residents, at 6% to 34% for individuals, but no law or SENIAT guidance we found says how to treat crypto. Ask a tax adviser before you file.

Why aren't Airtm or CrixtoPay on this list?

Neither sells Bitcoin. Airtm holds dollar stablecoins such as USDC and USDT, and CrixtoPay turns crypto into bolívars for payments and remittances. Gate, HTX and Crypto.com don't serve Venezuela.
