Three regulators license crypto firms in the UAE: VARA in Dubai, the Capital Market Authority across the other emirates and the FSRA inside Abu Dhabi Global Market. The licence decides which emirates an exchange may serve you in. It also sets the rules for how the exchange holds your coins and dirhams.

Every exchange here is licensed through VARA, the CMA or ADGM's FSRA. Five are global names from our worldwide ranking and five are local or regional platforms. The order ignores futures and global turnover. It rewards a BTC/AED order book, cheap dirham transfers and a licence that reaches Dubai.

We read each firm's UAE terms and fee pages and its entry on the VARA, CMA or ADGM register. Select an exchange in the table and the page scrolls to its review.

Score: out of 10 for someone who banks in dirhams. The leader is set at 9 and the rest scale to it, and hovering a score shows its six parts. A rank under a name places it on our global list, which also counts futures and worldwide turnover. Fees: the published rate at the lowest volume tier. Buying straight from an existing offer costs the taker rate, while an order that rests on the book until someone fills it costs the maker rate. The cheapest crypto exchanges in the UAE

For AED 1,000 of Bitcoin, Binance Spot cost AED 2.69 more than the market price and BitOasis Pro AED 5.89 more. We set the market price at the middle of the three BTC/AED books anyone can read. A bar is the exchange's UAE fee plus any premium its price carried over that middle.

These quote no dirham price until you've opened an account, so they have no bar: Gate, Rain, Crypto.com, Liv X, CoinMENA and eToro. Their cost marks borrow BitOasis Pro's figure, the highest drawn, unless their own published fees come to more.

Only three of the ten run a BTC/AED book anyone can read. Depth separates them. Bybit showed AED 3.0M of Bitcoin on offer no more than half a percent above the market and BitOasis AED 450k, and a big order eats through a thin book's best offers first. Binance has no BTC/AED pair at all: dirhams buy USDT on its USDT/AED book, opened in June 2026, and the USDT then buys Bitcoin.

Apps without a book build their charge into the quote. Rain prices every trade with an internal margin it doesn't disclose, CoinMENA takes 0.75% and eToro 1% after turning your dirhams into dollars.

For each review we read the exchange's UAE terms and fee pages ourselves, found its company on the VARA, CMA or ADGM register and priced Bitcoin on every dirham order book we could reach. Each names that company, the emirates it may serve, where a complaint goes and who would hear a dispute.

How we score UAE exchanges

We looked each company up on its regulator's register rather than take its word for its licence, and read the dirham prices off public order books in one snapshot. Every exchange here holds a licence, so the order comes down to dirham prices, book depth, banking costs and whether that licence reaches your emirate.

Each exchange's mark rests on what an AED 1,000 Bitcoin purchase costs over that price, through its cheapest published channel with its UAE fee added. The scale gives 10 marks at 0.2% or less over the market price, minus 0.8 for each 0.1% beyond. Apps that show no dirham quote before sign-up carry the highest cost we measured that day, unless their own published fee is more.

With no BTC/AED book we could read, an exchange scores 0 here, even where it sells Bitcoin for dirhams through a stablecoin.

Card payments earn 1, and another instant way in, such as Apple Pay, Google Pay or a linked-bank button, earns 1. Free withdrawals to a UAE bank add 2, and keeping every bank and payment partner for the past two years adds another 2.
Product10%Up to 3 marks for coins, at 30, 100 and 300 listed. An order book quoted in dirhams earns 2, and so does opening accounts for companies. One mark apiece goes to staking, a desk for large private OTC trades, and withdrawals to a wallet you hold.

Three limits are applied once the weighted total is in. A firm with no licence from VARA, the CMA or ADGM's FSRA can score 4.0 at most. Losing customers' coins to a hack within twelve months, with repayment unconfirmed, means 6.0 at most. A fine from any of the three regulators within two years holds it to 7.5, since each of them sets its own penalties.

These marks date from 10 Oct 2026, and we redo them every quarter, or straight away when a fee, a licence or a set of UAE terms changes.

Score ceilings: 4.0 with no licence from VARA, the CMA or ADGM's FSRA, 6.0 after a hack within twelve months with repayment unconfirmed, and 7.5 after a fine from a UAE regulator within two years

How to buy crypto in the UAE

Begin with the register, since an app store listing says nothing about who holds your money.

  1. Find the company on its regulator's register: Dubai firms are on VARA's public register, which listed 57 licensed firms on 10 October 2026. An in-principle approval there doesn't count, because VARA bars its holders from serving clients. Firms licensed by the CMA or ADGM have their own registers.
  2. Check the licence covers your emirate: Bybit's UAE company lists Dubai among the places it won't serve, so a Dubai resident needs a VARA-licensed exchange instead.
  3. Verify with your Emirates ID: Exchanges such as Binance ask for it and a liveness check, then class you as a retail, qualified or institutional investor. The class decides which products you may use, as the leverage rules show.
  4. Pay in from a UAE bank account in your own name: Transfers from someone else's account are refused. A bank transfer in is free at 9 of the ten, while card payments cost extra.
  5. Buy on a BTC/AED order book where one exists: OKX, Bybit and BitOasis Pro show a fixed maker or taker fee, and the cost chart compares them with the apps.

How crypto exchanges are regulated in the UAE

Where a firm is based decides its regulator, and all three now feed one federal list.

In Dubai, outside the DIFC, Law No. 4 of 2022 made VARA the only body that can license crypto firms, and VARA says only firms it licenses may offer virtual asset services in or from Dubai. Firms elsewhere in the country apply to the federal regulator, renamed the Capital Market Authority from the Securities and Commodities Authority on 1 January 2026.

ADGM in Abu Dhabi has its own regulator, the FSRA. Of the ten ranked here, 7 are licensed through VARA, 2 by ADGM's FSRA and 1 by the CMA.

Every VARA licence now carries a CMA registration number, under a 2023 agreement to keep one register for the whole UAE. VARA also bans privacy coins in Dubai, and it limits what retail investors may trade, as the leverage rules show.

Which regulator licenses each of the ten: OKX, Binance, Gate, Crypto.com, BitOasis, Liv X and CoinMENA through VARA in Dubai, Bybit through the CMA with only VARA's in-principle approval, Rain and eToro through ADGM's FSRA, with Rain's sister company also licensed by VARA. All serve Dubai residents except Bybit

Where complaints go

A complaint goes to the firm first, under deadlines its regulator sets.

VARA's rulebook gives a licensed firm one week to acknowledge a complaint and four weeks to resolve it, eight at most. After that you can file it with VARA, which points fraud victims to the police. ADGM clients can go to the FSRA, and eToro's terms add the ADGM Courts. Read where your contract sends disputes, too: Bybit's UAE terms choose arbitration seated in Singapore, while Gate's choose Dubai's own courts.

Is your crypto safe on a UAE exchange?

The rules protect your coins on paper, but nothing pays you back if a firm fails.

A VARA-licensed firm must keep client coins in separate wallets, outside its estate if it becomes insolvent, and may not rehypothecate them without your explicit consent. Your dirhams must reach a client account at a third-party UAE bank within a day of receipt. It must hold reserves equal to everything it owes clients, audited at least every six months.

None of that is a guarantee. VARA's own marketing rules make every advert say investors get no financial protection, and in November 2022 it revoked FTX's Dubai approval before that firm had been cleared to serve a client.

What a VARA-licensed exchange must do with your money: hold dirhams in a client account at a third-party UAE bank within a day, keep client coins in separate wallets outside the firm's estate, not rehypothecate them without your explicit consent, and hold reserves equal to everything owed to clients, audited at least every six months. If the firm fails there is no compensation, and VARA revoked FTX's Dubai approval in November 2022

Who holds your coins at each exchange

Read these before you deposit, because they set who controls your coins day to day.

Aani, the UAE's instant payment service, moves up to AED 50,000 a transaction in under ten seconds. Card payments to exchanges cost extra: 3.99% or more at BitOasis and 4% at CoinMENA. Sending dirhams back to a UAE bank costs nothing at 4 of the ten. The rest charge AED 10 or AED 25 a withdrawal, with BitOasis at AED 65 above AED 25,000 and eToro at US$5 from its dollar account.

Crypto tax in the UAE

Individuals pay no income tax in the UAE, so most people buying crypto for themselves owe nothing on their gains.

The government's portal says the UAE does not levy income tax on individuals. Corporate tax of 9% applies to taxable income above AED 375,000 for financial years from 1 June 2023. A person comes under it only for business turnover above AED 1 million a year, and the Federal Tax Authority lists personal investment income as outside that test.

Buying, selling and converting crypto sit with financial services in the VAT rules, under Cabinet Decision No. 100 of 2024, in force since 15 November 2024. Reporting is coming too. The UAE's crypto reporting framework goes live in 2027, with the first exchanges of information with other tax authorities in 2028, so details of crypto accounts held here will start reaching other countries' tax offices.

Crypto futures and leverage in the UAE

Retail investors in Dubai are held to 5x leverage on crypto futures, and some exchanges offer them no futures at all.

VARA's exchange rulebook bars retail investors from futures with more than 5-to-1 leverage. Its register lets OKX offer futures and margin to retail, but Binance only to qualified and institutional investors. To qualify you need net assets of AED 3.5 million, counting only half of your crypto, or an annual income of AED 700,000.

Gate's Dubai licence covers spot trading only. eToro executes leveraged crypto as CFDs, contracts on the price that give you no coins.

How to withdraw crypto to your own wallet

Coins in your own wallet are out of an exchange's reach if it fails. If you lose the keys, though, nobody can recover them.

Sending Bitcoin out costs 0.00002 BTC at Binance and 0.00009 BTC at CoinMENA, but 0.0005 BTC at BitOasis. Liv X offers no withdrawals to outside wallets.

For any transfer above AED 3,500, VARA's travel rule makes the exchange collect who is sending and who is receiving, so a first transfer to a new wallet may bring questions. Try a small amount first. Crypto scams in the UAE

Check the register before you send anything, because unlicensed platforms target the UAE all the time.

VARA keeps a list of unlicensed firms, 38 names long in October 2026, and in October 2025 it fined 19 firms between AED 100,000 and AED 600,000 for unlicensed activity and marketing breaches. In June 2026 it fined KuCoin and MEXC for serving Dubai without a licence. Signs to stop at:

  • A claim of VARA approval you can't find: VARA warned in 2023 that the JPEX platform was not regulated by or registered with it, whatever it offered in or from Dubai.
  • A property token offer outside the official pilot: VARA and the Dubai Land Department have warned about firms falsely claiming a part in Dubai's real estate tokenisation project, whose own pilot trades in dirhams only.
  • A request to lend or rent out your account: Gate Dubai's terms warn that lending or renting an account carries criminal liability under Federal Decree-Law No. 10 of 2025, the UAE's anti-money laundering law.

If you've been caught, call your bank straight away and report it to the police. VARA's complaint form also takes reports of scams and of firms working without a licence.

What is the best crypto exchange in the UAE?

For a resident of any emirate, OKX comes out top here, with 9.0 out of 10. For other needs, Binance is the cheapest to buy, Bybit has the deepest Bitcoin market and Gate has the best proof of reserves.

What is the cheapest way to buy Bitcoin in the UAE?

Fund your account with a free bank transfer, which 9 of the ten allow, and place your order on a BTC/AED or USDT/AED book rather than an instant-buy screen. When we checked on 10 Oct 2026, Binance Spot was the least expensive of the ten, with a AED 2.69 premium on an AED 1,000 order.

Is crypto legal and regulated in the UAE?

Yes. Crypto firms need a licence from VARA in Dubai, the Capital Market Authority elsewhere in the country or the FSRA in Abu Dhabi Global Market. Retail buyers face extra limits, such as 5x leverage at most on futures in Dubai.

Do I pay tax on crypto in the UAE?

Usually not as an individual. The UAE levies no income tax on individuals, and personal investment income falls outside corporate tax. Trading as a business can bring 9% corporate tax, and exchange fees can carry 5% VAT.

Can I use Bybit in Dubai?

Not through its UAE company. Bybit's CMA-licensed company lists Dubai among the places it doesn't serve, and its Dubai company holds only VARA's in-principle approval, which doesn't allow it to serve clients. Residents of the other six emirates can use it.

Can I use Kraken or Coinbase in the UAE?

Neither holds a UAE licence for retail customers today. Kraken received only VARA's preliminary approval in May 2026, after its ADGM permission was withdrawn in December 2025. Coinbase's Deribit is VARA-licensed, but Coinbase itself isn't, so neither is ranked here.
